Town of New Milford, CT
BACKGROUND
EPA awarded the Town of New Milford supplemental
assistance for its Brownfields Assessment Demonstration
Pilot. New Milford is near the confluence of the Aspetuck
and Housatonic Rivers in rural western Connecticut.
Brownfields have significantly reduced the town's tax
base and decreased employment opportunities. The to wn' s
population of 27,000 has a per capita income that is below
the state average and a median household income of
$17,935.
The original Pilot targeted the 72-acre former Century
Brass Products mill site, the only industrially zoned site in
town that also is served with sewer and water. The site is
in an excellent location for redevelopment because of a
nearby natural gas pipeline, rail line, and major highway,
butitis contaminated with polychlorinatedbiphenyls (PCBs)
and hydroxide sludge that threaten the health of the rivers
and residents. Under the original Pilot, the town completed
extensive environmental assessments at this site and
identified other possible brownfields. Funding from the
supplemental grant will be used to complete the
environmental assessments and finalize the cleanup plan
begun under the original Pilot. In addition, the town will
assess environmental conditions at the town garage and
quarry sites.
OBJECTIVES AND PLANNED ACTIVITIES
New Milford will use its supplemental assistance grant to
expand on the original Pilot's efforts to address
environmental issues associated with the former Century
Brass Products mill site, which represents over 13 percent
of the town's entire industrial zoned acreage. Supplemental
assistance also will be used to assess environmental
conditions at two other sites identified during the original
Pilot.
