EPA Brownfields Program

EPA's Brownfields Program empowers states, commu-
nities, and other stakeholders in economic development
to work together to prevent, assess, safely clean up,
and sustainably reuse brownfields. Abrownfield site is
real property, the expansion, redevelopment, or reuse
of which may be complicated by the presence or
potential presence of a hazardous substance, pollutant,
or contaminant. On January 11, 2002, the President
signed into law the Small Business Liability Relief and
Brownfields Revitalization Act. Under the Brownfields
Law, EPA provides financial assistance to eligible
applicants through four competitive grant programs:
assessment grants, revolving loan fund grants, cleanup
grants, and job training grants. Additionally, funding
support is provided to state and tribal response pro-
grams through a separate mechanism.

Community Description

The Town of Greenfield was selected to receive a
brownfields cleanup grant. The town is the commer-
cial, financial, and job center for the rest of the county,
the most rural in the state. The town has 18,168
residents, of whom 431 live in the Deerfield Street
neighborhood where the former gasoline station is
located. This neighborhood is a mixed-use, low- and
moderate-income  area at the southern entrance to the
town. The entire town suffers from aging housing
stock, high poverty rates, areas of slum and blight, and
loss of manufacturing jobs. The removal of petroleum
contamination from the site will reduce health risks to
residents, as well as nearby fisheries and watersheds.
                       Cleanup Grant
                       $125,000 for petroleum
                       EPA has selected the Town of Greenfield for a
                       brownfields cleanup grant. Grant funds will be
                       used to clean up petroleum contamination at the
                       former Food and Fuel gasoline station on
                       Deerfield Street. Funds will also be used for
                       community outreach activities. The site is ex-
                       pected to become a public park.

                       The cooperative agreement for this grant has not
                       yet been negotiated; therefore, the activities
                       described in this fact sheet are subject to change.
                    Proposed redevelopment of the former gasoline station
                    site includes a public greenspace planted with native
                    species that will incorporate elements from
                    Greenfield's industrial history, and enhance the adja-
                    cent Green River Walkway and Franklin County
                    Bikeway.
