Supplemental Assistance
City of Gardena, CA
BACKGROUND
EPA awarded the City of Gardena supplemental
assistance for its Brownfields Assessment
Demonstration Pilot. Gardena (population 5 6,000) has
one of the lowest assessed values per capita in the
southwest area of Los Angeles County. With minimal
land available for economic development, the city
needs to redevelop brownfields to further economic
growth. Many of the 47 brownfields already identified
are clustered along major transportation routes in
economically distressed areas of the city. Three-
quartersof the populationinthese areas arelow-income,
minority residents.
The original Pilot completed six Phase I environmental
assessments at brownfields in the northern section of
the city. These sites included abandoned retail sites, a
waste disposal sump site, and sites with knownindustrial
contaminants. Two Phase II assessments and
development of a cleanup design at another site are
underway. The city's objectives for supplemental
assistance are to continue the redevelopment
momentum begun during the original Pilot, help relieve
environmental justice concerns, provide new jobs to
the local community, and increase the city' s tax base.
OBJECTIVES AND PLANNED ACTIVITIES
The supplemental funds will provide more detailed
environmental assessments and prepare cleanup
designs for the Discount Price Land and Gardena
SUMP sites, which were the subject of Phase I
assessments under the original Pilot. Supplemental
funds also will be used to complete Phase I
environmental assessments at seven additional
brownfields sites. Gardena will continue to coordinate
redevelopmentplanningatotherPilotsitesthatreceived
Phase I assessments under the original grant.
