EPA's Brownfields Economic Redevelopment Initiative is designed to empower States, communities, and other
stakeholders in economic redevelopment to work together in a timely manner to prevent, assess, safely clean up, and
sustainably reuse brownfields. A brownfield is a site, or portion thereof, that has actual or perceived contamination and
an active potential for redevelopment or reuse. Since 1995, EPA has funded more than 200 Brownfields Assessment
Demonstration Pilots, at up to $200,000 each, to support creative two-year explorations and demonstrations of
brownfields solutions. The Pilots are intended to provide EPA, States, Tribes, municipalities, and communities with
useful information and strategies as they continue to seek new methods to promote a unified approach to site
assessment, environmental cleanup, and redevelopment.
BACKGROUND
EPA has selected the Town of Mansfield for a
Brownfields Pilot. The Town is located in
southeastern Massachusetts, approximately 28 miles
from Boston and 17 miles from Providence, Rhode
Island. Proximity to these major cities has resulted in
rapid population growth, which has changed
Mansfield from a small town to a suburban community
and transportation hub. Because of an increase in
commuter traffic to and from Mansfield, the State
has initiated a project to construct a new downtown
commuter rail station.
The Town's Brownfields Pilot is focusing on the
assessment, cleanup and redevelopment of two former
industrial sites in coordination with the State's
commuter rail station proj ect. The 40-acre Hatheway
& Patterson site is a former creosote wood treatment/
manufacturing facility that operated from 1953-
1993. The Rumford River flows through this site.
Soil, sediment, and groundwater contamination pose
risks to the residents of Mansfield and downstream
communities. The second site, known as the Clemmey
site, is adj acentto the Hatheway & Patterson property.

OBJECTIVE
Mansfield wants to include the Hatheway & Patterson
and Clemmey sites as part of the design for the
commuter rail station project. The Pilot will assess
the levels of contamination at these properties. Once
the extent of contamination is known, the Town will
create cleanup plans for the sites. Successful
assessment and cleanup will allow for construction of
a new access road to the commuter rail station and
encourage retail and light commercial development.
The Pilot's assessment of the sites will be the first
step in returning non-productive properties to
Mansfield's tax rolls, and will enhance the commuter
rail station project.
ACCOMPLISHMENTS AND ACTIVITIES
Activities planned as part of this Pilot include:
• Characterizing the extent of soil, bedrock,
groundwater, and sediment contamination at the
Hatheway & Patterson site;
• Assessing contamination at the Clemmey site; and
• Developing cleanup plans for the two sites.
The cooperative agreement for this Pilot has not yet been
negotiated; therefore, activities described in this fact sheet
are subject to change.
