EPA's Brownfields Economic Redevelopment Initiative is designed to empower States, communities, and other
stakeholders in economic redevelopment to work together in a timely manner to prevent, assess, safely clean up, and
sustainably reuse brownfields. A brownfield is a site, or portion thereof, that has actual or perceived contamination and
an active potential for redevelopment or reuse.  Since 1995, EPA has funded more than 200 Brownfields Assessment
Demonstration Pilots, at up to $200,000 each, to support creative two-year explorations and demonstrations of
brownfields solutions. The Pilots are intended to provide EPA, States, Tribes, municipalities, and communities with
useful information and strategies as they continue to seek new methods to promote a unified approach to site
assessment, environmental cleanup, and redevelopment.
BACKGROUND

EPA has selected  the Comanche Nation for a
Brownfields Pilot. The Tribe's government seat is
located in Southwestern Oklahoma, seven miles north
of the City of Lawton. The Comanche Nation has a
membership of 9,240. The Nation's unemployment
rate is 34%. The Nation owns 199 acres of land;
107,375 acres are owned by individual Comanche
members; and 5,449 are owned j ointly with the Kiowa
and Apache Tribes.  The Kiowa,  Apache, and
Comanche  Intertribal Land  Use Committee
(KCAILUC) manages the 5,449 acres.

The Pilot focuses on a 30-acre site located on the
2,290-acre Ft. Sill Indian School Facility.  Since the
closing of the school in 1980, the KCAILUC has been
unable to lease the buildings because of contamination.
The site contains  26 structures, both concrete/brick
and wood frame living quarters, 11 of which have
been prioritized for site assessment in this Pilot proj ect.

OBJECTIVES

The Comanche Nation's objective is to address the
environmental concerns in the Ft. Sill Indian School
target area and plan for cleanup and redevelopment.
This would stimulate the local economy and return the
abandoned resources to productive use. To aid  in

these efforts, the Pilot will conduct a variety of
environmental site assessments and create cleanup
and redevelopment plans.

ACCOMPLISHMENTS AND ACTIVITIES

Activities planned as part of this Pilot include:

• Conducting an environmental site  assessment in
  order to identify and quantify contamination at the
  target site;

• Planning for cleanup and redevelopment of the site;
  and

• Conducting community outreach activities to share
  information regarding assessment of and cleanup
  and redevelopment planning for the  site.

The cooperative agreement for this Pilot has not yet been
negotiated; therefore, activities described in this fact sheet
are subject to change.
