EPA's Brownfields Economic Redevelopment Initiative is designed to empower States, communities, and other
stakeholders in economic redevelopment to work together in a timely manner to prevent, assess, safely clean up, and
sustainably reuse brownfields. A brownfield is a site, or portion thereof, that has actual or perceived contamination and
an active potential for redevelopment or reuse. Since 1995, EPA has funded more than 200 Brownfields Assessment
Demonstration Pilots, at up to $200,000 each, to support creative two-year explorations and demonstrations of
brownfields solutions. The Pilots are intended to provide EPA, States, Tribes, municipalities, and communities with
useful information and strategies as they continue to seek new methods to promote a unified approach to site
assessment, environmental cleanup, and redevelopment.
BACKGROUND
EPA has selected the City of Long Beach for a
Brownfields Pilot. Long Beach (population 424,000)
has identified four major brownfields areas and
numerous smaller environmentally impacted sites
throughout the City. Long Beach plans to develop
one of the targeted brownfields sites into a sports
park.
The Pilot's targeted site is a 56-acre property that is
an extension of Long Beach into the City of Signal
Hill. The area has been the site of oil and gas
production, waste and debris disposal, trash separation
facilities, and other light and medium industries. The
sports park stands to be a focus for the widespread
application of cleanup standards, elimination ofblight,
and expansion of development in the area. Residents
in this area are 79% minority, and21%live in poverty.
Contamination at the targeted site has halted previous
redevelopment efforts, including an automall in 1988,
a retail center in 1991, a warehouse in 1994, and a
race track in 1996.

OBJECTIVES
The Pilot's long-term objective is to improve
environmental conditions at the targeted site and
stimulate the surrounding economies of both Long
Beach and Signal Hill. The Pilot program will provide
a model for successful brownfields redevelopment in
Long Beach so the City's other brownfields will have
an available road map to recovery.
ACCOMPLISHMENTS AND ACTIVITIES
Activities planned as part of this Pilot include:
• Developing an inventory of specific contaminated
segments of the site for cleanup;
• Conducting an assessment ofhealth risks and potential
environmental impacts on the various properties at
the targeted site;
• Preparing plans and designs to mitigate identified
hazardous materials; and
• Developing a community and business interaction
plan to encourage community and business
participation and cooperation in the area.
The cooperative agreement for this Pilot has not yet been
negotiated; therefore, activities described in this fact sheet
are subject to change.
