EPA Brownfields Program

EPA's Brownfields Program empowers states, commu-
nities, and other stakeholders to work together to
prevent, assess, safely clean up, and sustainably reuse
brownfields. Abrownfield site is real property, the
expansion, redevelopment, or reuse of which may be
complicated by the presence or potential presence of a
hazardous substance, pollutant, or contaminant. EPA
provides financial assistance to eligible applicants
through assistance agreements to provide training,
research, and technical assistance to facilitate
brownfields revitalization.

Organization Description

The University of Louisville Center for Environmental
Policy and Management (CEPM) seeks to improve the
economic efficiency and environmental efficacy
outcomes of governmental and business environmental
management practices. It specializes in economic
development and environmental protection, including
contaminated land redevelopment and smart growth
planning. In October 2005, CEPM, in partnership
with Louisville Metro Government's Economic
Development Department and the non-profit Center
for Neighborhoods, developed the "Brownfields
Institute," a series of workshops providing a forum for

Training and Technical Assistance Grant for Commu-

                Project Period:

                October 2005 to September 2008

                Project Description:

CEPM convened workshops to engage local stake-
holders in brownfields cleanup and redevelopment
planning for the Park Hill Corridor. CEPM supports
community participation in the Park Hill Master
Planning process so that stakeholders can have input
on how brownfields development in the corridor plan
corresponds with an area-wide approach to revitaliz-
ing brownfields. This helps the stakeholders remain
connected to the process by assisting them in com-
municating with city officials and planning consult-
ants, providing them with technical information and
education regarding the revitalization process, and
supporting stakeholder-driven projects by building a
                lasting commitment from stakeholders.
                building community knowledge about brownfields
cleanup, especially in the Park Hill Corridor of Western
                Louisville, Kentucky.
