EPA Brownfields Program

EPA's Brownfields Program empowers states, commu-
nities, and other stakeholders to work together to
prevent, assess, safely clean up, and sustainably reuse
brownfields. Abrownfield site is real property, the
expansion, redevelopment, or reuse of which may be
complicated by the presence or potential presence of a
hazardous substance, pollutant, or contaminant. On
January 11, 2002, President George W. Bush signed
into law the Small Business Liability Relief and
Brownfields Revitalization Act. Under this law, EPA
provides financial assistance to eligible applicants
through four competitive grant programs: assessment
grants, revolving loan fund grants, cleanup grants, and
job training grants. Additionally, funding support is
provided to state and tribal response programs through
a separate mechanism.

Community Description

The Municipality of Anchorage was selected to
receive a brownfields cleanup grant. Located on the
Pacific Rim in southern Alaska, Anchorage (popula-
tion 260,283) is a young city, established in 1915, that
is beginning to experience misuse and overuse of
some of its land. The cleanup grant will address
contamination at the Peacock Cleaners site, which is
located in an area of high-density housing. The
population of the surrounding neighborhood is diverse
and has lower incomes than the municipality's
average. When the Peacock Cleaners site is cleaned
up, the municipality plans to redevelop it for future
commercial or business use.
                   Cleanup Grant
                   $200,000 for hazardous substances
                   EPA has selected the Municipality of Anchorage
                   for a brownfields cleanup grant. Hazardous
                   substances grant funds will be used to clean up
                   the Peacock Cleaners site at 4501 Lake Otis
                   Parkway, including removing an underground
                   storage tank and drums. The site is a former dry
                   cleaning facility that is contaminated with
                   hazardous substances, including chlorinated and
                   other solvents.
