EPA Brownfields Program
EPA's Brownfields Program empowers states, commu-
nities, and other stakeholders to work together to
prevent, assess, safely clean up, and sustainably reuse
brownfields. A brownfield site is real property, the
expansion, redevelopment, or reuse of which may be
complicated by the presence or potential presence of a
hazardous substance, pollutant, or contaminant. On
January 11, 2002, President George W. Bush signed
into law the Small Business Liability Relief and
Brownfields Revitalization Act. Under this law, EPA
provides financial assistance to eligible applicants
through four competitive grant programs: assessment
grants, revolving loan fund grants, cleanup grants, and
job training grants. Additionally, funding support is
provided to state and tribal response programs through
a separate mechanism.
Community Description
OSBR Land, LLC, was selected to receive a
brownfields cleanup grant. The cleanup site is located
in Old South Baton Rouge (population 2,146), a
neighborhood that developed in the late 1800s and is
one of Baton Rouge's oldest communities. Ninety-four
percent of the neighborhood's residents are African-
American, and nearly 49 percent of area residents live
below the poverty level. The unemployment rate in the
target area is 23.5 percent, and the median household
income is $12,737. There are about 400 brownfields in
the Parish of East Baton Rouge. OSBR Land, LLC,
plans to redevelop the Personal Touch Car Wash and
Used Tires site for residential and commercial uses.
Cleanup Grant
$200,000 for petroleum
EPA has selected OSBR Land, LLC, for a
brownfields cleanup grant. Petroleum grant funds
will be used to clean up the Personal Touch Car
Wash and Used Tires site at 1320 Highland Road
in the Old South Baton Rouge neighborhood. The
site formerly operated as a gas station and is
presently being used as a car wash, detailing
facility, and tire repair shop. The site is contami-
nated with petroleum products and contains four
leaking underground storage tanks. Grant funds
also will be used to support community outreach
activities.
