 EPA Brownfields Program

 EPA's Brownfields Program empowers states, commu-
 nities, and other stakeholders in economic development
 to work together to prevent, assess, safely clean up,
 and sustainably reuse brownfields. Abrownfield site is
 real property, the expansion, redevelopment, or reuse
 of which may be complicated by the presence or
 potential presence of a hazardous substance, pollutant,
 or contaminant. On January 11, 2002, the President
 signed into law the Small Business Liability Relief and
 Brownfields Revitalization Act. Under the Brownfields
 Law, EPA provides financial assistance to eligible
 applicants through four competitive grant programs:
 assessment grants, revolving loan fund grants, cleanup
 grants, and job training grants. Additionally, funding
 support is provided to state and tribal response pro-
 grams through a separate mechanism.

 Community Description

 The Fort Worth Opportunity Center (FWOC) was
 selected to receive a brownfields cleanup grant. The
 target site is occupied by an abandoned structure once
 used to package chemical standards for sale to com-
 mercial laboratories and medical facilities. It is part of
 the FWOC facility in a section of the old central city
 community of Fort Worth. Almost half of the central
 city community's 66,000 residents in the affected area
 are African-American and 19 percent are Hispanic.
 Unemployment in the target area is above 10 percent,
 and more than 20 percent of area residents live below
 the poverty level. Redeveloping this site will allow

                      EPA has selected the Fort Worth Opportunity
                      Center (FWOC) for a brownfields cleanup grant.
                      The cleanup grant will be used to clean up
                      hazardous substances contamination on the
                      former Anderson Laboratories, Inc. property at
                      5901 Fitzhugh Avenue. This site will be used to
                      expand the FWOC, a workforce development
                      initiative.
