EPA Brownfields Program

EPA's Brownfields Program empowers states, commu-
nities, and other stakeholders in economic development
to work together to prevent, assess, safely clean up,
and sustainably reuse brownfields. Abrownfield site is
real property, the expansion, redevelopment, or reuse
of which may be complicated by the presence or
potential presence of a hazardous substance, pollutant,
or contaminant. On January 11, 2002, the President
signed into law the Small Business Liability Relief and
Brownfields Revitalization Act. Under the Brownfields
Law, EPA provides financial assistance to eligible
applicants through four competitive grant programs:
assessment grants, revolving loan fund grants, cleanup
grants, and job training grants. Additionally, funding
support is provided to state and tribal response pro-
grams through a separate mechanism.

Community Description

The Housing Authority of the City of Fresno was
selected to receive a brownfields assessment grant. Of
Fresno's 427,652 residents, 6,083 live in the target area,
which is one of the city's oldest residential neighbor-
hoods. It is surrounded by properties that are zoned for
agricultural, industrial and commercial uses. The
population is multi-ethnic and culturally diverse;
approximately 47 percent of families in the area have
incomes below the poverty level. Increased home
prices in Fresno have placed home ownership out of
reach for low-income families. Revitalization of the
area will bring new affordable housing, a walking trail,

                      EPA has selected the Housing Authority of the
                      City of Fresno for a brownfields assessment
                      grant. Grant funds will be used to perform Phase
                      I and Phase II site assessments, and prioritize
                      sites contaminated with hazardous substances or
                      petroleum along a one-mile area in southwest
                      Fresno. Funds will also be used to develop
                      cleanup plans and conduct community outreach.
