expanded the federal control period to begin Oct. 1 and
end on March 31.

EPA is pursuing enforcement discretion through Spring
2006, pending rule making which would eliminate
winter oxygen requirement in the SIP
Final redesignation to CO "serious" non- attainment
area was published in the FR on 10-2-97 (62 FR 51604-
51606). Approval of wintertime oxygenated fuel
program in June 1999 (64 FR 29573). Approval of low
RVP and CBG programs finalized, effective October
21,2004. (69 FR 56351).
Most recent SIP revision requires gasoline similar to
CARB Phase 2 in winter, with 10% ethanol. (see 60
FR 10161, March 4, 2004) We have proposed to
redesignate the area to attainment (10/8/04, 69 FR
60328). The maintenance plan submittal makes no
changes to the oxygenated fuel program. See
discussion at 60334-5.

Classified as a "serious" CO non-attainment area. Has
data to redesignate - working on redesignation request.
