TCEQ expanded the federal control period to begin
Oct. 1 and end on March 3 1 .

29573). Approval of wintertime low RVP and CBG
programs finalized (9/21/2004, 69 FR 56351).
Most recent SIP revision requires gasoline similar to
CARB Phase 2 in winter, with 10% ethanol. (3/4/2004,
69 FR 10161) Redesignated to attainment (3/9/2005, 70
FR 1 1553). The maintenance plan made no changes to
the oxygenated fuel program.

EPA is preparing a notice of proposed approval of a CO
maintenance plan and redesignation to attainment for
CO. The maintenance plan submittal makes no changes

plan provides for increase up to 3.5%
