EPA Brownfields Program

EPA's Brownfields Program empowers states, commu-
nities, and other stakeholders in economic development
to work together to prevent, assess, safely clean up,
and sustainably reuse brownfields. Abrownfield site is
real property, the expansion, redevelopment, or reuse
of which may be complicated by the presence or
potential presence of a hazardous substance, pollutant,
or contaminant. On January 11, 2002, the President
signed into law the Small Business Liability  Relief and
Brownfields Revitalization Act. Under the Brownfields
Law, EPA provides financial assistance to eligible
applicants through four competitive grant programs:
assessment grants, revolving loan fund grants, cleanup
grants, and job training grants. Additionally, funding
support is provided to state and tribal response pro-
grams through a separate mechanism.

Community Description

The City of Gahanna was selected to receive a
brownfields assessment grant. The city, located just
east of Columbus, has 33,588 residents. Most of the
city's brownfields  are within the Gahanna Industrial
District, which serves as an important regional employ-
ment center for the lower income areas of Columbus
and surrounding counties. This industrial area also
provides much of the city's tax revenue base. Since the
city has little ability to expand its area, it is interested in
redeveloping these sites to maintain its economic health.
Assessment, cleanup, and redevelopment of brownfields
properties are expected to contribute to a slowing of
urban sprawl by invigorating the industrial district and
redirecting development away from greenfields.
Assessment Grant
$200,000 for petroleum

EPA has selected the City of Gahanna for a
brownfields assessment grant. Grant funds will be
used to perform Phase I and Phase II site assess-
ments at petroleum-contaminated sites found to
have the most redevelopment potential. The city
will use its staff and funds to inventory potential
brownfields sites, set priorities for redevelopment,
and conduct community outreach activities.
