SB, HI C3 Brownfields 2004 Grant Fact Sheet Young Community Developers, Inc., San Francisco, CA EPA Brownfields Program EPA's Brownfields Program empowers states, commu- nities, and other stakeholders in economic development to work together to prevent, assess, safely clean up, and sustainably reuse brownfields. Abrownfield site is real property, the expansion, redevelopment, or reuse of which may be complicated by the presence or potential presence of a hazardous substance, pollutant, or contaminant. On January 11, 2002, President George W. Bush signed into law the Small Business Liability Relief and Brownfields Revitalization Act. Under the Brownfields Law, EPA provides financial assistance to eligible applicants through four competitive grant programs: assessment grants, revolving loan fund grants, cleanup grants, and job training grants. The job training grants provide training for residents of commu- nities affected by brownfields to prepare them for employment in the assessment and cleanup of brownfield sites. Additionally, funding support is provided to state and tribal response programs through a separate mechanism. Community Description Young Community Developers, Inc. (YCD) was selected to receive ajob training grant. San Francisco's Bayview Hunter's Point (BVHP) neighborhood, a designated Empowerment Zone/Enterprise Community, is home to a majority of the city's African-American population and one of city's poorest neighborhoods. The BVHP neigh- borhood has an unemployment rate of 18.5%, and the median family income is two-thirds of the city average. BVHP is the only area in San Francisco with available Job Training Grant $150,000 EPA has selected Young Community Developers, Inc. of San Francisco for ajob training grant. YCD plans to train 40 students, achieve an 80% placement rate, and track students for one year following employment. The training program will consist of 320 hours of training in hazardous waste handling and safety, lead and asbestos abatement, general construction, underground storage tanks, and phytoremediation. Students will be recruited from one of San Francisco's poorest neighborhoods, Bayview Hunter's Point. Place- ment of graduates in environmental jobs will be assisted by the city's First Source Hiring Program, YCD's Citizen Advisory Committee, and formal agreements with all developers with projects in Southeast San Francisco. The city has identified 120 brownfields sites in BVHP, all within a three-mile radius of the Hunter's Point Naval Shipyard Superfund site. Fifteen of these brownfields sites have been assessed and are ready for cleanup activities. The Hunter's Point Naval Shipyard Restoration Advisory Board and the Consortium of Southeast Contractors have documented an extreme need for local environmental workers to support remediation projects in the area.
