EPA Brownfields Program

EPA's Brownfields Program empowers states, commu-
nities, and other stakeholders in economic development
to work together to prevent, assess, safely clean up,
and sustainably reuse brownfields. Abrownfield site is
real property, the expansion, redevelopment, or reuse
of which may be complicated by the presence or
potential presence of a hazardous substance, pollutant,
or contaminant. On January 11, 2002, the President
signed into law the Small Business Liability Relief and
Brownfields Revitalization Act. Under the Brownfields
Law, EPA provides financial assistance to eligible
applicants through four competitive grant programs:
assessment grants, revolving loan fund grants, cleanup
grants, and job training grants. Additionally, funding
support is provided to state and tribal response pro-
grams through a separate mechanism.

Community Description

The City of Cookeville was selected to receive a
brownfields assessment grant. Cookeville (population
26,000) is located  in Putnam County along U.S.
Highway 70. The  two auto salvage yards targeted for
assessment occupy a total of 55 acres on either side of
the highway in census tracts with poverty rates of over
33 percent, the highest in the county. More than 50
percent of the city's minority population lives in the
neighborhoods adjacent to the salvage yards. Redevel-
opment of the yards is expected to bring affordable
housing and commercial development to the area,
raising the standard of living for community residents
by promoting home ownership and creating new jobs.
                      Assessment Grant
                      $200,000 for hazardous substances
                      EPA has selected the City of Cookeville for a
                      brownfields assessment grant. Grant funds will be
                      used to conduct a city-wide inventory of potential
                      brownfields, perform Phase I and Phase II
                      assessments and remediation planning at two
                      automobile salvage facilities, conduct community
                      outreach, and prepare an economic development
                      study.
