EPA Brownfields Program

EPA's Brownfields Program empowers states, commu-
nities, and other stakeholders in economic development
to work together to prevent, assess, safely clean up,
and sustainably reuse brownfields. Abrownfield site is
real property, the expansion, redevelopment, or reuse
of which may be complicated by the presence or
potential presence of a hazardous substance, pollutant,
or contaminant. On January 11, 2002, the President
signed into law the Small Business Liability Relief and
Brownfields Revitalization Act. Under the Brownfields
Law, EPA provides financial assistance to eligible
applicants through four competitive grant programs:
assessment grants, revolving loan fund grants, cleanup
grants, and job training grants. Additionally, funding
support is provided to state and tribal response pro-
grams through a separate mechanism.

Community Description

Coupeville was selected to receive a brownfields
assessment grant. Located on the  Puget Sound water-
front, the town has 1,723 residents, many of whom are
retirees. Because of the town's retirement-related
growth pattern, economic development is needed to
provide essential services. The town is in the Ebey's
Landing National Historical Reserve, the first unit of its
kind within the National Park Service. The three
properties to be assessed represent 20 percent of the
town's vacant land available for commercial develop-
ment, and are gateways to the historic and commercial
districts, which can become tourist destinations.
Redevelopment of the properties will attract new
businesses, generate sales tax revenue, and create
public and greenspace.
                       Assessment Grant
                       $110,000 for hazardous substances
                       $90,000 for petroleum
                       EPA has selected Coupeville for a brownfields
                       assessment grant. Hazardous substances grant
                       funds will be used to perform an assessment of a
                       former petroleum company bulk plant contami-
                       nated with petroleum and hazardous substances,
                       including chlorinated solvents. Petroleum grant
                       funds will be used to perform assessments of two
                       properties contaminated with petroleum: a former
                       health care facility that also was the site of a
                       service station, and a former gas station and
                       automobile dealership. Funds will also be used for
                       cleanup planning, community involvement, and
                       local government monitoring.
