EPA Brownfields Program

EPA's Brownfields Program empowers states, commu-
nities, and other stakeholders in economic development
to work together to prevent, assess, safely clean up,
and sustainably reuse brownfields. Abrownfield site is
real property, the expansion, redevelopment, or reuse
of which may be complicated by the presence or
potential presence of a hazardous substance, pollutant,
or contaminant. On January 11, 2002, the President
signed into law the Small Business Liability Relief and
Brownfields Revitalization Act. Under the Brownfields
Law, EPA provides financial assistance to eligible
applicants through four competitive grant programs:
assessment grants, revolving loan fund grants, cleanup
grants, and job training grants. Additionally, funding
support is provided to state and tribal response pro-
grams through a separate mechanism.

Community Description

The City of Dallas was selected to receive  a
brownfields assessment grant. Of the city's approxi-
mately 1.2 million residents, 46,860 people live in the
three targeted communities of South Dallas, West
Dallas and South East Oak Cliffs, each of which has a
minority population of at least 95 percent. All three
areas have high unemployment rates, low educational
attainment rates, and environmental justice concerns.
Redevelopment plans include creating additional green-
space, a mixed-use retail/residential complex, and a
new police academy. Assessment grant funds are
expected to serve as a catalyst for additional develop-
ment in the area, complement business and residential

                       used to perform Phase I and II assessments at
                       four sites in three Dallas communities, and
                       conduct community outreach and meetings to
                       promote the brownfields program.
