EPA Brownfields Program

EPA's Brownfields Program empowers states, commu-
nities, and other stakeholders in economic development
to work together to prevent, assess, safely clean up,
and sustainably reuse brownfields. Abrownfield site is
real property, the expansion, redevelopment, or reuse
of which may be complicated by the presence or
potential presence of a hazardous substance, pollutant,
or contaminant. On January 11, 2002, the President
signed into law the Small Business Liability Relief and
Brownfields Revitalization Act. Under the Brownfields
Law, EPA provides financial assistance to eligible
applicants through four competitive grant programs:
assessment grants, revolving loan fund grants, cleanup
grants, and job training grants. Additionally, funding
support is provided to state and tribal response pro-
grams through a separate mechanism.

Community Description

Kauai County was selected to receive a brownfields
assessment grant. The county's multi-cultural popula-
tion of approximately 58,463 is 31 percent native
Hawaiian, 19 percent Filipino, and 13 percent Japa-
nese. Land on the 647-square-mile island is zoned into
three major uses—56 percent conservation, 39 percent
agriculture, and less than 5 percent urban. In recent
years, the economy has been changing from being based
on agriculture to being based on tourism and technology.
This change is causing some dislocations in the local
labor force. To preserve working farms and conserva-
tion areas, the county wants to identify and evaluate
abandoned and unused properties for future redevelop-
ment.

                      Assessment Grant
                      $200,000 for hazardous substances

                      EPA has selected Kauai County for a brownfields
                      assessment grant. Grant funds will be used to
                      inventory potential brownfields sites, prioritize the
                      sites according to redevelopment potential,
                      conduct Phase I and II site assessments on the
                      most promising properties, and produce redevel-
                      opment and cleanup plans. Funds will also be used
                      for community involvement activities.
