EPA Brownfields Program
EPA's Brownfields Program empowers states, commu-
nities, and other stakeholders in economic development
to work together to prevent, assess, safely clean up,
and sustainably reuse brownfields. Abrownfield site is
real property, the expansion, redevelopment, or reuse
of which may be complicated by the presence or
potential presence of a hazardous substance, pollutant,
or contaminant. On January 11, 2002, the President
signed into law the Small Business Liability Relief and
Brownfields Revitalization Act. Under the Brownfields
Law, EPA provides financial assistance to eligible
applicants through four competitive grant programs:
assessment grants, revolving loan fund grants, cleanup
grants, and job training grants. Additionally, funding
support is provided to state and tribal response pro-
grams through a separate mechanism.
Community Description
Chautauqua County was selected to receive a
brownfields cleanup grant. Of the county's 139,750
residents, 13,131 live in Dunkirk. Dunkirk is one ofthe
historic industrial hubs of Chautauqua County. Approxi-
mately 19.9 percent of Dunkirk's residents are His-
panic, and about 24 percent ofthe city's residents live
in poverty. Cleanup and redevelopment of this site are
expected to eliminate physical and chemical health
hazards, create employment opportunities, and promote
further economic development in the city's central
business district.
Cleanup Grant
$100,000 for hazardous substances
EPA has selected Chautauqua County to receive a
brownfields cleanup grant. Grant funds will be
used to remove soil contaminated with heavy
metals and organic solvents at 230 South Roberts
Road, the location ofthe former Roblin Steel site
in Dunkirk. The site is a 12.4-acre former heavy
industrial facility that has been abandoned for
approximately 15 years.
