EPA Brownfields Program

EPA's Brownfields Program empowers states, commu-
nities, and other stakeholders in economic development
to work together to prevent, assess, safely clean up,
and sustainably reuse brownfields. Abrownfield site is
real property, the expansion, redevelopment, or reuse
of which may be complicated by the presence or
potential presence of a hazardous substance, pollutant,
or contaminant. On January 11, 2002, the President
signed into law the Small Business Liability Relief and
Brownfields Revitalization Act. Under the Brownfields
Law, EPA provides financial assistance to eligible
applicants through four competitive grant programs:
assessment grants, revolving loan fund grants, cleanup
grants, and job training grants. Additionally, funding
support is provided to state and tribal response pro-
grams through a separate mechanism.

Community Description

Chicago Public Schools was selected to receive a
brownfields cleanup  grant. The Marshall Faraday
Campus Park is in East Garfield Park in Cook County,
one of six urban Empowerment Zones designated by
the federal government. The population of the target
area is 20,881, of whom more than 35 percent live
below the poverty level, a rate three times that of Cook
County  as a whole. The residents of this area are
almost exclusively African-American. Ninety-nine
percent  of the 1,309 students enrolled at Marshall High
School are African-American, and 100 percent of
Faraday Elementary's 564 students are African-
American. Cleanup of the site is expected to lead to
  Cleanup Grant
  $134,483 for petroleum

  EPA has selected the Chicago Public Schools for
  a brownfields cleanup grant. Grant funds will be
  used to clean up petroleum contamination on the
  Marshall Faraday Campus Park project in the
  East Garfield Park neighborhood of Chicago. The
  vacant site was a gas station prior to 1950, and
  was demolished between 1973 and 1980. The site
  will be redeveloped into a campus park that will be
  shared by Faraday Elementary School and
  Marshall High School.
