EPA Brownfields Program
EPA's Brownfields Program empowers states, communi-
ties, and other stakeholders in economic development to
work together to prevent, assess, safely clean up, and
sustainably reuse brownfields. Abrownfield site is real
property, the expansion, redevelopment, or reuse of which
may be complicated by the presence or potential presence
of a hazardous substance, pollutant, or contaminant. On
January 11,2002, the President signed into law the Small
Business Liability Relief and Brownfields RevitalizationAct.
Under the Brownfields Law, EPA provides financial
assistance to eligible applicants through four competitive
grant programs: assessment grants, revolving loan fund
grants, cleanup grants, and job training grants. Additionally,
funding support is provided to state and tribal response
programs through a separate mechanism.
Community Description
The Clayton Local Development Corporation was
selected to receive a brownfields assessment and cleanup
grant. The Town of Clayton is a community of 4,817
residents in Jefferson County, along the St. Lawrence
River. Approximately 33.5 percent of the population is
composed of the elderly and children under ten. The per
capita income was $18,247 in 1999, compared to the
median per capita income of $23,389 for the state. Many
manufacturing operations in the town have relocated
elsewhere over the last ten years, causing severe eco-
nomic losses. The Frink America site is tentatively
planned for reuse as a mixed commercial/residential
development, including homes, an inn, a marina,
greenspace, and a riverwalk.
Assessment Grant
$115,000 for hazardous substances
EPA has selected the Clayton Local Development
Corporation to receive a brownfields assessment
grant. Grant funds will be used to perform an assess-
ment at an 8. 3 -acre former snow plow manufacturing
facility. Grant funds also will be used to conduct
community outreach activities, and prepare a report on
findings and final remedial alternatives.

Cleanup Grant
$200,000 for hazardous substances
EPA has selected the Clayton Local Development
Corporation to receive a brownfields cleanup grant.
Grant funds will be used to clean up the 8.3-acre
Frink America site, which was used to manufacture
snow plows from the 1920s until 2001. Grant funds
will be used to remove and dispose of soil contami-
nated with volatile and semi-volatile organic com-
pounds and heavy metals, including lead and
chromium. Funds will also be used to conduct
community outreach activities and report on
cleanup activities.
