EPA Brownfields Program

EPA's Brownfields Program empowers states, commu-
nities, and other stakeholders in economic development
to work together to prevent, assess, safely clean up,
and sustainably reuse brownfields. Abrownfield site is
real property, the expansion, redevelopment, or reuse
of which may be complicated by the presence or
potential presence of a hazardous substance, pollutant,
or contaminant. On January 11, 2002, the President
signed into law the Small Business Liability Relief and
Brownfields Revitalization Act. Under the Brownfields
Law, EPA provides financial assistance to eligible
applicants through four competitive grant programs:
assessment grants, revolving loan fund grants, cleanup
grants, and job training grants. Additionally, funding
support is provided to state and tribal response pro-
grams through a separate mechanism.

Community Description

The Delavan Redevelopment Authority was selected to
receive a brownfields revolving loan fund grant. The
Ann Street Railroad Corridor, a light industrial/commer-
cial corridor, is a four-block area in a section near
downtown Delavan (population 7,956). The target
census block group in the corridor neighborhoods (total
population 1,077) is approximately 25 percent Hispanic,
and 16.2 percent of the residents are considered low-
income. While a building boom has been taking place
on the edges of the city, the downtown's blighted and
contaminated properties pose a safety threat to the
neighborhood and provide opportunities for vandalism

  EPA has selected the Delavan Redevelopment
  Authority for a brownfields revolving loan fund
  grant. The hazardous substances grant funds will
  be used to capitalize a revolving loan fund from
  which the Authority will provide loans and
  subgrants to support cleanup activities for sites
  contaminated with hazardous substances along the
  Ann Street Railroad Corridor. Revitalization plans
  for the Corridor include commercial, retail, and
  residential facilities and greenspace.

and other criminal activity. Redevelopment is expected
to increase city revenues, attract commercial and
professional business to the community, enhance the
residential neighborhoods, provide new local jobs, and
increase greenspace.
