EPA Brownfields Program

EPA's Brownfields Program empowers states, commu-
nities, and other stakeholders in economic development
to work together to prevent, assess, safely clean up,
and sustainably reuse brownfields. Abrownfield site is
real property, the expansion, redevelopment, or reuse
of which may be complicated by the presence or
potential presence of a hazardous substance, pollutant,
or contaminant. On January 11, 2002, the President
signed into law the Small Business Liability Relief and
Brownfields Revitalization Act. Under the Brownfields
Law, EPA provides financial assistance to eligible
applicants through four competitive grant programs:
assessment grants, revolving loan fund grants, cleanup
grants, and job training grants. Additionally, funding
support is provided to state and tribal response pro-
grams through a separate mechanism.

Community Description

The City of Philadelphia was selected to receive a
brownfields assessment grant. Approximately 44,752 of
Philadelphia's 1,517,550 residents live in the community
surrounding the old petroleum storage and distribution
facility. The city has federal designation as both an
Enterprise Zone and a Renewal Community. Twenty-
nine percent of residents of the target community live
below the poverty level. Almost 76 percent of the
target community residents are African-American. The
brownfields site, located along the Schuylkill River, has
become a magnet for illegal dumping and vandalism.
Redevelopment of this site is expected to mirror a
successful brownfields project on the opposite bank of
the river, where remediation made possible redevelop-

                       EPA has selected the City of Philadelphia for a

                       develop a cleanup plan for a four-acre site used
                       since the 1800s for petroleum storage and distribu-
                       tion. This applicant's request for a waiver of the
                       $200,000 assessment grant limit was granted
                       based on the site-specific information provided in
                       their proposal. Grant funds also will be used to
                       conduct community outreach activities.
