EPA Brownfields Program

EPA's Brownfields Program empowers states, commu-
nities, and other stakeholders in economic development
to work together to prevent, assess, safely clean up,
and sustainably reuse brownfields. Abrownfield site is
real property, the expansion, redevelopment, or reuse
of which may be complicated by the presence or
potential presence of a hazardous substance, pollutant,
or contaminant. On January 11, 2002, the President
signed into law the Small Business Liability Relief and
Brownfields Revitalization Act. Under the Brownfields
Law, EPA provides financial assistance to eligible
applicants through four competitive grant programs:
assessment grants, revolving loan fund grants, cleanup
grants, and job training grants. Additionally, funding
support is provided to state and tribal response pro-
grams through a separate mechanism.

Community Description

Pinellas County was selected to receive a brownfields
assessment grant. Pinellas County (population
921,482), is a 280-square-mile peninsula on Florida's
west coast. It is the second smallest, but most densely
populated, county in the state. As a built-out commu-
nity, the county is focusing on the revitalization of its
urban, underutilized properties. The Lealman District,
with almost 17,000 residents, has a growing minority
population, a per capita income that is 72 percent of the
county average, and a large number of aging proper-
ties. More than 50 percent of the Cross Bayou Canal
watershed area's 7,916 acres are used for industrial or
commercial purposes. Water quality in this area is of
critical concern. Successful redevelopment of the

                       EPA has selected Pinellas County for a
                       brownfields assessment grant. Hazardous sub-
                       stances and petroleum funds will both be used to
                       conduct ten Phase I and eleven Phase II environ-
                       mental assessments, and other assessment
                       activities in the Cross Bayou and Lealman Dis-
                       tricts. In addition, the grant will be used to develop
                       14 quality assurance project plans and at least four
                       limited site assessments.
