EPA Brownfields Program

EPA's Brownfields Program empowers states, commu-
nities, and other stakeholders in economic development
to work together to prevent, assess, safely clean up,
and sustainably reuse brownfields. Abrownfield site is
real property, the expansion, redevelopment, or reuse
of which may be complicated by the presence or
potential presence of a hazardous substance, pollutant,
or contaminant. On January 11, 2002, the President
signed into law the Small Business Liability Relief and
Brownfields RevitalizationAct. Under the Brownfields
Law, EPA provides financial assistance to eligible
applicants through four competitive grant programs:
assessment grants, revolving loan fund grants, cleanup
grants, and job training grants. Additionally, funding
support is provided to state and tribal response pro-
grams through a separate mechanism.

Community Description

The Rural California Housing Corporation was se-
lected to receive a brownfields cleanup grant. Cleanup
of the WIND site will allow construction to begin on a
safe house, which will provide energy-efficient,
temporary housing for elderly persons who have been
removed from their residences due to abuse. This
emergency housing project will be the first of its kind
on the West Coast.
The pesticide known to exist on the property is a
potential health threat to residents and has deterred
property resale.
                     Cleanup Grant
                     $200,000 for hazardous substances

                     EPA has selected the Rural California Housing
                     Corporation for a brownfields cleanup grant. The
                     cleanup grant will be used to clean up hazardous
                     substances contamination at the two-acre WIND
                     (Sacramento Senior Safe House) site on 3420
                     East Country Club Lane, in the small Town and
                     Country Village area of Sacramento County.
                     WIND, a former pest control business that is now
                     vacant, is contaminated with chlordane.
