EPA Brownfields Program

EPA's Brownfields Program empowers states, commu-
nities, and other stakeholders in economic development
to work together to prevent, assess, safely clean up,
and sustainably reuse brownfields. Abrownfield site is
real property, the expansion, redevelopment, or reuse
of which may be complicated by the presence or
potential presence of a hazardous substance, pollutant,
or contaminant. On January 11, 2002, the President
signed into law the Small Business Liability Relief and
Brownfields Revitalization Act. Under the Brownfields
Law, EPA provides financial assistance to eligible
applicants through four competitive grant programs:
assessment grants, revolving loan fund grants, cleanup
grants, and job training grants. Additionally, funding
support is provided to state and tribal response pro-
grams through a separate mechanism.

Community Description

The City of Sioux Falls was selected to receive a
brownfields cleanup grant. The redevelopment area
lies within the city's downtown and encompasses the
central business district and residential neighborhoods.
The area is home to 18,000 of Sioux Falls' total popula-
tion of 124,975. While minorities constitute only 8.1
percent  of the city, the affected neighborhoods have
minority populations that range from 13.4 to 31.5
percent. Unemployment rates in these areas are nearly
63 percent higher than that of the city. Between 12.9
and 21.9 percent of the people in the targeted area live
in poverty, compared to a city-wide poverty rate of 8.4
percent. In anticipation of the project, investors are
showing interest in major new private developments
                         Cleanup Grant
                         $200,000 for hazardous substances

                         EPA has selected the City of Sioux Falls for a
                         brownfields cleanup grant. Grant funds will be
                         used to remediate the Phillips to the Falls
                         Brownfields Revitalization site, formerly used for
                         scrap-metal salvaging and lead-acid-battery
                         storage for over 50 years. Before that, railroad
                         operations took place on this 16.5-acre property
                         on the downtown riverfront. The site is contami-
                         nated with heavy metals, chlorinated organic
                         chemicals, and fuel from  old storage tanks.
                         Following cleanup, the site will be used to expand
                         Falls Park and develop an additional access road
                         and utility corridor.
