EPA Brownfields Program

EPA's Brownfields Program empowers states, commu-
nities, and other stakeholders in economic development
to work together to prevent, assess, safely clean up,
and sustainably reuse brownfields. Abrownfield site is
real property, the expansion, redevelopment, or reuse
of which may be complicated by the presence or
potential presence of a hazardous substance, pollutant,
or contaminant. On January 11, 2002, the President
signed into law the Small Business Liability Relief and
Brownfields Revitalization Act. Under the Brownfields
Law, EPA provides financial assistance to eligible
applicants through four competitive grant programs:
assessment grants, revolving loan fund grants, cleanup
grants, and job training grants. Additionally, funding
support is provided to state and tribal response pro-
grams through a separate mechanism.

Community Description

Tippecanoe County was selected to receive a
brownfields assessment grant. The county is located
along the Wabash River in Indiana. Multiple potential
brownfields sites are present along the river corridor,
including in the cities of Lafayette and West Lafayette.
Approximately 15.4 percent of Tippecanoe's 148,995
residents live in poverty, and approximately 11 percent
are minorities. The unemployment rate in the Wabash
River Corridor ranges from four to 21.7 percent, and
the poverty rate is as high as 76.4 percent. There are
an estimated 50 brownfields in the target area's 2,000
acres along the Wabash River. Redevelopment of
these brownfields is expected to lead to flood control,

                        EPA has selected Tippecanoe County to receive a
                        brownfields assessment grant. Grant funds will be
                        used to inventory potential brownfields sites,
                        perform Phase I and II assesments at selected
                        sites in the Wabash River Corridor, plan remedial
                        activities, and perform community outreach
                        activities.
