EPA Brownfields Program
EPA's Brownfields Program empowers states, commu-
nities, and other stakeholders in economic development
to work together to prevent, assess, safely clean up,
and sustainably reuse brownfields. Abrownfield site is
real property, the expansion, redevelopment, or reuse
of which may be complicated by the presence or
potential presence of a hazardous substance, pollutant,
or contaminant. On January 11, 2002, the President
signed into law the Small Business Liability Relief and
Brownfields Revitalization Act. Under the Brownfields
Law, EPA provides financial assistance to eligible
applicants through four competitive grant programs:
assessment grants, revolving loan fund grants, cleanup
grants, and job training grants. Additionally, funding
support is provided to state and tribal response pro-
grams through a separate mechanism.
Community Description
The City of Troy was selected to receive a brownfields
assessment grant. The population of Troy is 49,170.
Both brownfields sites are located in a federal Enter-
prise Community near the waterfront of South Troy.
Half of these residents in this targeted area are
classified as very low income, 11 percent are unem-
ployed, and more than 20 percent live below the
poverty line. As historical industries have declined,
waterfront economic performance has faded, resulting
in job losses, decreased property values and tax
revenues, and disinvestment. After a 200-year indus-
trial history, the entire South Troy waterfront is a
brownfields site. Approximately 40 percent of the
waterfront is vacant or underutilized, causing blight
along the waterfront and in adjacent residential areas.
Assessment Grant
$137,000 for hazardous substances
EPA has selected the City of Troy for a
brownfields assessment grant. Grant funds will be
used to conduct a Phase II environmental assess-
ment of a former factory and warehouse facility
site, and develop a remedial plan for a former iron
works and steel foundry currently used by the
city's Department of Public Works as a transfer
station for yard waste and large waste goods.
Funds will also be used for community outreach
communities.

The cooperative agreement for this grant has not
yet been negotiated; therefore, the activities
described in this fact sheet are subject to change.
The city is currently implementing the South Troy
Working Waterfront Revitalization Plan, which will
redevelop the waterfront and create an access road to
re-route truck traffic around residential areas. Rede-
veloping the sites will reduce environmental risk and
increase opportunities for new jobs and recreational
areas.
