EPA Brownfields Program

EPA's Brownfields Program empowers states, commu-
nities, and other stakeholders in economic development
to work together to prevent, assess, safely clean up,
and sustainably reuse brownfields. Abrownfield site is
real property, the expansion, redevelopment, or reuse
of which may be complicated by the presence or
potential presence of a hazardous substance, pollutant,
or contaminant. On January 11, 2002, the President
signed into law the Small Business Liability Relief and
Brownfields Revitalization Act. Under the Brownfields
Law, EPA provides financial assistance to eligible
applicants through four competitive grant programs:
assessment grants, revolving loan fund grants, cleanup
grants, and job training grants. Additionally, funding
support is provided to state and tribal response pro-
grams through a separate mechanism.

Community Description

The Utah Department of Environmental Quality was
selected to receive a brownfields assessment grant. In
recent years, a number of local neighborhood service
stations throughout the state have closed because of
increased competition from high volume retail outlets.
These stations, which are often located on high visibil-
ity corner lots in or on the edge of low-income residen-
tial neighborhoods and commercial areas, are often
abandoned and become a blight to the neighborhood.
Using state technical resources and records, this
project will target abandoned petroleum storage and
service station sites located in blighted communities
throughout the state.  Prioritization of the sites for

  EPA has selected the Utah Department of
  Environmental Quality for a brownfields assess-
  ment grant. Grant funds will be used to inventory
  and prioritize abandoned sites throughout the state,
  conduct site assessments on those properties that
  are best suited for reuse, and produce an evalua-
  tion and recommendation report for each property.
  The effort also will be accompanied by public
  outreach activities.

  The cooperative agreement for this grant has not
  yet been negotiated; therefore, activities described
  in this fact sheet are subject to change.
assessment will be based on local community need,
and will include the following criteria: high poverty rate,
high unemployment rate, blighted area, and other
environmental justice factors. The targeted communi-
ties will benefit from this assessment grant by obtaining
information on the nature and extent of contamination,
thereby paving the way for these sites to be placed
back into productive use.
