EPA Brownfields Program

EPA's Brownfields Program empowers states, commu-
nities, and other stakeholders in economic development
to work together to prevent, assess, safely clean up,
and sustainably reuse brownfields. Abrownfield site is
real property, the expansion, redevelopment, or reuse
of which may be complicated by the presence or
potential presence of a hazardous substance, pollutant,
or contaminant. On January 11, 2002, the President
signed into law the Small Business Liability Relief and
Brownfields Revitalization Act. Under the Brownfields
Law, EPA provides financial assistance to eligible
applicants through four competitive grant programs:
assessment grants, revolving loan fund grants, cleanup
grants, and job training grants. Additionally, funding
support is provided to state and tribal response pro-
grams through a separate mechanism.

Community Description

The City of West Hollywood was selected to receive a
brownfields revolving loan fund grant. About 10,275 of
West Hollywood's 35,716 residents live in the East Side
target area. More than 60 current or abandoned
industrial and commercial sites are located within the
338-acre primary target area. Many of the residents
live directly adjacent to the industrial sites. The East
Side target area is densely populated, culturally diverse,
and low-income. About 16 percent of the target area's
population live below the poverty level, 26 percent are
older than 62, and 42 percent are recent immigrants
from Eastern Europe.
                      Revolving Loan Fund

                      $1,000,000 for hazardous substances

                      EPA has selected the City of West Hollywood for
                      a brownfields revolving loan fund grant. The grant
                      will be used to capitalize a revolving loan fund
                      from which West Hollywood will provide loans
                      and subgrants to support cleanup activities for
                      sites contaminated with hazardous substances,
                      primarily in the city's East Side Redevelopment
                      Area. The first sites to be cleaned up include 11
                      automobile repair shops and a metal-plating shop,
                      all contaminated with heavy metals and solvents.
