EPA Brownfields Program

EPA's Brownfields Program empowers states, commu-
nities, and other stakeholders in economic development
to work together to prevent, assess, safely clean up,
and sustainably reuse brownfields. Abrownfield site is
real property, the expansion, redevelopment, or reuse
of which may be complicated by the presence or
potential presence of a hazardous substance, pollutant,
or contaminant. On January 11, 2002, the President
signed into law the Small Business Liability Relief and
Brownfields Revitalization Act. Under the Brownfields
Law, EPA provides financial assistance to eligible
applicants through four competitive grant programs:
assessment grants, revolving loan fund grants, cleanup
grants, and job training grants. Additionally, funding
support is provided to state and tribal response pro-
grams through a separate mechanism.

Community Description

Woods Cross was selected to receive a brownfields
assessment grant. Woods Cross is a rural city with a
population of 6,419. The brownfields property is in an
area of the city that once supported a variety of
industrial uses, but has been vacant since 1984. Since
1991, the city has made an effort to clean up the area
and return it to productive use. Cleanup of the property
is expected to stimulate economic development and
serve as a catalyst for cleanup of other industrial
properties in the area, and at the city's 15 other
brownfields. The property is the only location in Woods
Cross suitable for development as a recreational
facility, which will provide open space and sports fields
to meet the increasing demands of the community and

                      EPA has selected the City of Woods Cross for a
                      brownfields assessment grant. Petroleum grant
                      funds will be used to assess the petroleum con-
                      tamination at a former refinery property. Funds
                      also will be used to determine if it is feasible to
                      purchase the property, clean it up, and build a
                      regional recreational facility, including baseball and
                      soccer fields, on the property.
