EPA Brownfields Program
EPA's Brownfields Program empowers states, commu-
nities, and other stakeholders in economic development
to work together to prevent, assess, safely clean up,
and sustainably reuse brownfields. Abrownfield site is
real property, the expansion, redevelopment, or reuse
of which may be complicated by the presence or
potential presence of a hazardous substance, pollutant,
or contaminant. On January 11, 2002, President George
W. Bush signed into law the Small Business Liability
Relief and Brownfields Revitalization Act. Under the
Brownfields Law, EPA provides financial assistance to
eligible applicants through four competitive grant
programs: assessment grants, revolving loan fund
grants, cleanup grants, and job training grants. Addi-
tionally, funding support is provided to state and tribal
response programs through a separate mechanism.
Community Description
The Georgetown Redevelopment Corporation was
selected to receive a brownfields cleanup grant.
Georgetown is a rural community within the Town of
Redding (population 8,600). The 1989 closing of the
Gilbert & Bennett Wire Mill resulted in the loss of 800
manufacturing jobs and associated negative economic
ripple effects on the local and regional economies. In
addition, the town has lost significant real estate tax
revenues. The cleanup and redevelopment of the Gilbert
& Bennett By-Product Management Area will provide

  EPA has selected the Georgetown Redevelop-
  ment Corporation for a brownfields cleanup grant.
  Funds will be used to conduct community involve-
  ment activities and to construct a plan for the
  cleanup of metal-impacted soil and stabilized
  metal hydroxide sludge at the five-acre Gilbert &
  Bennett By-Product Management Area site. The
  site is part of the old Gilbert & Bennett Wire Mill,
  which manufactured woven wire products, such
  as fencing and screening, between 1818 and
  1989.

  yet been negotiated; therefore, activities described
  in this fact sheet are subject to change.
vital infrastructure to support the redevelopment of the
entire 5 5-acre Gilbert & Bennett Wire Mill Complex. The
site plans include expanding and upgrading the capacity of
the wastewater treatment plant, and constructing a 600-
space parking garage, a new railroad station, and a new
health/recreation facility. The balance of the mill complex
master plan includes residential, commercial, civic, and
light manufacturing components. Cleanup and redevelop-
ment of Georgetown's only brownfields site will eliminate
human health and safety risks to the community, signifi-
cantly improve the quality of life of its residents, and
revitalize the economy of the area.
