3 \ i UJ o Brownfields 2005 Grant Fact Sheet Butler, PA EPA Brownfields Program EPA's Brownfields Program empowers states, commu- nities, and other stakeholders in economic development to work together to prevent, assess, safely clean up, and sustainably reuse brownfields. Abrownfield site is real property, the expansion, redevelopment, or reuse of which may be complicated by the presence or potential presence of a hazardous substance, pollutant, or contaminant. On January 11, 2002, President George W. Bush signed into law the Small Business Liability Relief and Brownfields Revitalization Act. Under the Brownfields Law, EPA provides financial assistance to eligible applicants through four competitive grant programs: assessment grants, revolving loan fund grants, cleanup grants, and job training grants. Addi- tionally, funding support is provided to state and tribal response programs through a separate mechanism. Community Description The City of Butler was selected to receive a brownfields assessment grant. The 60-acre target area in the West End of the city is the oldest, most heavily industrialized area of the city, and one of the lowest income neighborhoods. Forty percent of its residents live below the poverty level, and suffer from the area's continuing economic decline. Approximately 60 percent of the land is zoned industrial, and portions of these lots are vacant and/or underutilized. However, the neigh- borhood is home to a significant community asset, the Pullman Baseball Park. The park, built in 1934, once was home to farm teams for the New York Yankees and St. Louis Cardinals. Brownfields redevelopment will open adjacent parcels of land for a recreation Assessment Grant (20051 $200,000 for hazardous substances EPA has selected the City of Butler for a brownfields assessment grant. Grant funds will be used to conduct environmental assessments of sites in the West End core business district of the city, and develop site remediation and reuse plans. Funds also will be used to promote community partnerships, and engage the community in the assessment process.
