Brownfields 2005 Grant Fact Sheet Hinesville, GA EPA Brownfields Program EPA's Brownfields Program empowers states, commu- nities, and other stakeholders in economic development to work together to prevent, assess, safely clean up, and sustainably reuse brownfields. Abrownfield site is real property, the expansion, redevelopment, or reuse of which may be complicated by the presence or potential presence of a hazardous substance, pollutant, or contaminant. On January 11, 2002, President George W. Bush signed into law the Small Business Liability Relief and Brownfields Revitalization Act. Under the Brownfields Law, EPA provides financial assistance to eligible applicants through four competitive grant programs: assessment grants, revolving loan fund grants, cleanup grants, and job training grants. Addi- tionally, funding support is provided to state and tribal response programs through a separate mechanism. Community Description The City of Hinesville was selected to receive a brownfields assessment grant. Hinesville (population 30,392), founded in 1836, is located in coastal Georgia, approximately 30 miles southwest of Savannah. The economy and culture of the city are inextricably linked to the Fort Stewart Military Reservation, the largest Army installation east of the Mississippi River and the area's largest employer. Over 55 percent of city residents are minorities, nearly 14 percent live in poverty, and the median household income is 44 percent of that of the state. Downtown Hinesville has many older commercial and residential buildings that have not benefitted from the city's rapid growth. Funds also will be used to monitor the health of residents in neighborhoods surrounding the sites. At least 20 percent of these properties contain petroleum contamination.
