EPA Brownfields Program
EPA's Brownfields Program empowers states, commu-
nities, and other stakeholders in economic development
to work together to prevent, assess, safely clean up,
and sustainably reuse brownfields. Abrownfield site is
real property, the expansion, redevelopment, or reuse
of which may be complicated by the presence or
potential presence of a hazardous substance, pollutant,
or contaminant. On January 11, 2002, President George
W. Bush signed into law the Small Business Liability
Relief and Brownfields Revitalization Act. Under the
Brownfields Law, EPA provides financial assistance to
eligible applicants through four competitive grant
programs: assessment grants, revolving loan fund
grants, cleanup grants, and job training grants. Addi-
tionally, funding support is provided to state and tribal
response programs through a separate mechanism.
Community Description
The City of Hinesville was selected to receive a
brownfields assessment grant. Hinesville (population
30,392), founded in 1836, is located in coastal Georgia,
approximately 30 miles southwest of Savannah. The
economy and culture of the city are inextricably linked
to the Fort Stewart Military Reservation, the largest
Army installation east of the Mississippi River and the
area's largest employer. Over 55 percent of city
residents are minorities, nearly 14 percent live in
poverty, and the median household income is 44
percent of that of the state. Downtown Hinesville has
many older commercial and residential buildings that
have not benefitted from the city's rapid growth.

EPA has selected the City of Hinesville for a
brownfields assessment grant. Petroleum grant
funds will be used to conduct community outreach
activities, perform Phase I and II site assess-
ments, and develop cleanup and reuse plans for
sites throughout the city. Funds also will be used
to monitor the health of residents in neighborhoods
surrounding the sites.

in this fact sheet are subject to change.
tion plans over the past few years, the city has identi-
fied several abandoned and underutilized sites that
warrant further investigation. At least 20 percent of
these properties contain petroleum contamination.
Assessment and cleanup of the sites will allow the city
to move forward with its plan to revitalize its down-
town core and surrounding residential and commercial
properties.
