EPA Brownfields Program

EPA's Brownfields Program empowers states, commu-
nities, and other stakeholders in economic development
to work together to prevent, assess, safely clean up,
and sustainably reuse brownfields. Abrownfield site is
real property, the expansion, redevelopment, or reuse
of which may be complicated by the presence or
potential presence of a hazardous substance, pollutant,
or contaminant. On January 11, 2002, President George
W. Bush signed into law the Small Business Liability
Relief and Brownfields Revitalization Act. Under the
Brownfields Law, EPA provides financial assistance to
eligible applicants through four competitive grant
programs: assessment grants, revolving loan fund
grants, cleanup grants, and job training grants. Addi-
tionally, funding support is provided to state and tribal
response programs through a separate mechanism.

Community Description

The Village of Anna was selected to receive a
brownfields assessment grant. The village is a primarily
residential, middle-class community with a population
of 1,319. The former Ringle Electroplating facility,
targeted for assessment, is located within this residen-
tial village. The facility was used for the nickel-chrome
plating of bicycle frames from 1948 to 1976. The
results of a 1998 screening indicated the presence of
metals contamination in soil and groundwater. How-
ever,  the full extent of this contamination was never
investigated. Drums of liquid chemicals also remain on
the property. The unfenced site is located adjacent to a
drainage swale for Clay Creek, a private residence,
and about 2,000 feet from the city's municipal water

   EPA has selected the Village of Anna for a
   brownfields assessment grant. Grant funds will be
   used to conduct a Phase I environmental site
   assessment and a full Phase II site assessment,
   and develop cleanup plans for the former Ringle
   Electroplating facility. Funds also will be used to
   support community outreach activities.

supply. The site poses a potential threat to the water
supply and surface waters in the area and a potential
threat of chemical exposure or injury to trespassers,
many of whom are children. The flammable liquids at
the site also pose a fire hazard. A complete assessment
of this site will allow the village to pursue state funding
for building demolition and soil and groundwater
cleanup activities. Once the property is cleaned up, the
village intends to convert it into a much-needed park
with playground equipment for neighborhood children.
