EPA Brownfields Program

EPA's Brownfields Program empowers states, commu-
nities, and other stakeholders in economic development
to work together to prevent, assess, safely clean up,
and sustainably reuse brownfields. Abrownfield site is
real property, the expansion, redevelopment, or reuse
of which may be complicated by the presence or
potential presence of a hazardous substance, pollutant,
or contaminant. On January 11, 2002, President George
W. Bush signed into law the Small Business Liability
Relief and Brownfields Revitalization Act. Under the
Brownfields Law, EPA provides financial assistance to
eligible applicants through four competitive grant
programs: assessment grants, revolving loan fund
grants, cleanup grants, and job training grants. Addi-
tionally, funding support is provided to state and tribal
response programs through a separate mechanism.

Community Description

The City of Leavenworth was selected to receive a
brownfields cleanup grant. Leavenworth, with a
population of 35,420, includes the oldest manufacturing
center in Kansas. Historically, the area included  two
coal mines,  a power plant, a coal gasification plant, and
several other industries. However, these industries left
the area, and most of their former facilities have since
been removed or targeted for restoration. Today,
approximately 30 percent of the residents in this target
area live below the poverty level, and minorities  make
up about 30 percent of its population. The cleanup site,
the Great Western Stove Company/Tire Town property,
is located on two blocks in the area. The site was used
as a stove company, which manufactured iron casting,

   EPA has selected the City of Leavenworth for a
   brownfields cleanup grant. Grant funds will be
   used to clean up the Great Western Stove Com-
   pany/Tire Town site, which includes coal and gas
   residue, foundry and enameling residue, polish and
   varnish residue, batteries, oil stains, solvents, latex,
   rail yard waste, asbestos, and lead-based paint.

chrome and porcelain kilns, and paint processes for 60
years, beginning in 1878. More recently, it has been
used as a warehouse and used tire dealer. The city
plans to clean up and redevelop the site with housing
units and space for retail, hotel, and office use. Rede-
velopment will create jobs; remove economic barriers,
environmental contaminants, and blighted conditions;
preserve the property's historic character; and connect
two city parks.
