  Grant Fact Sheet
           Rockford, IL
EPA Brownfields Program

EPA's Brownfields Program empowers states, commu-
nities, and other stakeholders in economic development
to work together to prevent, assess, safely clean up,
and sustainably reuse brownfields. Abrownfield site is
real property, the expansion, redevelopment, or reuse
of which may be complicated by the presence or
potential presence of a hazardous substance, pollutant,
or contaminant. On January 11, 2002, President George
W. Bush signed into law the Small Business Liability
Relief and Brownfields Revitalization Act. Under the
Brownfields Law, EPA provides financial assistance to
eligible applicants through four competitive grant
programs: assessment grants, revolving loan fund
grants, cleanup grants, and job training grants. Addi-
tionally, funding support is provided to state and tribal
response programs through a separate mechanism.

Community Description

The City of Rockford was selected to receive two
brownfields assessment grants. Rockford (population
150,115) once was athriving manufacturing commu-
nity, reaching its height during the 1960s. It has since
faced decades of neglect and decline, and now has a
poverty rate of 14 percent and a ten percent unemploy-
ment rate. It also is a diverse community with a
population that is 31.6 percent minorities. The decline
of manufacturing in the city left brownfields in the
older and poorer areas of the city. The target areas for
hazardous substances assessments are in the Central
Business District and the Rock River Corridor, where
about 33 percent of the population are minorities, the
unemployment rate is 17.4 percent, and the poverty

to investment, create jobs, and improve property
