EPA Brownfields Program

EPA's Brownfields Program empowers states, commu-
nities, and other stakeholders in economic development
to work together to prevent, assess, safely clean up,
and sustainably reuse brownfields. Abrownfield site is
real property, the expansion, redevelopment, or reuse
of which may be complicated by the presence or
potential presence of a hazardous substance, pollutant,
or contaminant. On January 11, 2002, President George
W. Bush signed into law the Small Business Liability
Relief and Brownfields Revitalization Act. Under the
Brownfields Law, EPA provides financial assistance to
eligible applicants through four competitive grant
programs: assessment grants, revolving loan fund
grants, cleanup grants, and job training grants. Addi-
tionally, funding support is provided to state and tribal
response programs through a separate mechanism.

Community Description

Yamhill County was selected to receive a brownfields
cleanup grant. The target community is the City  of
McMinnville (population 28,890) in Yamhill County
(population 86,400). Nearly 50 percent of city resi-
dents' incomes fall into the federally determined low-
to-moderate range and 17 percent of families with
children under the age of five live below the poverty
level. The target site, the two-acre abandoned Martin
and Wright Asphalt Plant, is adjacent to a 12-acre field
owned by the city's school district. Over the past few
years, the site has drawn squatters and vandals,  and
has been the site of illegal dumping. Site soils are
contaminated with diesel fuel, groundwater is contami-
nated with trichloroethene, and hazardous materials are

                                    EPA has selected Yamhill County for a
                                    brownfields cleanup grant. Grant funds will be
                                    used to characterize, remove, and dispose of five
                                    above-ground asphalt tanks and other above-
                                    ground wastes and substances, and to install four
                                    or five groundwater monitoring wells at the
                                    former Martin and Wright Asphalt Plant in
                                    McMinnville, Oregon. Funds also will be used to
                                    support community involvement activities.

                                  contaminant concentrations are delineated and the site
                                  is cleaned up, the county will transfer the property to
                                  the school district. The district will develop the property
                                  for a parking lot to accommodate the elementary
                                  school to be built on the adjacent 12-acre property.
                                  Cleanup of the asphalt plant site will remove an
                                  eyesore from the community and free up acreage on
                                  the elementary school property for a playground and
                                  greenspace that will serve the school population and
                                  community residents.
