  EPA Brownfields Program

  EPA's Brownfields Program empowers states, commu-
  nities, and other stakeholders in economic development
  to work together to prevent, assess, safely clean up,
  and sustainably reuse brownfields. Abrownfield site is
  real property, the expansion, redevelopment, or reuse
  of which may be complicated by the presence or
  potential presence of a hazardous substance, pollutant,
  or contaminant. On January 11, 2002, President George
  W. Bush signed into law the Small Business Liability
  Relief and Brownfields Revitalization Act. Under the
  Brownfields Law, EPA provides financial assistance to
  eligible applicants through four competitive grant
  programs: assessment grants, revolving loan fund
  grants, cleanup grants, and job training grants. Addi-
  tionally, funding support is provided to state and tribal
  response programs through a separate mechanism.

  Community Description

  The Radford University Real Estate Foundation was
  selected to receive a brownfields cleanup grant. The
  target site is the Old  Psychiatric Hospital, part of the
  77.5-acre Fairlawn complex gifted to the Foundation by
  the Carilion Health Systems. The property is in Pulaski
  County (population 35,127) in the New River Valley
  region of southwest Virginia. The valley is part of
  Appalachia, historically an economically depressed
  region, with low employment and high out-migration of
  population. More recently, there has been a decline in
  the textile and small  manufacturing sectors, the tradi-
  tional employers in the region. Cleanup of the target

                     $200,000 for hazardous substances
                     EPA has selected the Radford University Real
                     Estate Foundation for a brownfields cleanup
                     grant. Grant funds will be used to develop and
                     execute cleanup plans for "Building 2" of the Old
                     Psychiatric Hospital. Contamination on the
                     property is related to the materials containing
                     asbestos and lead used in the construction of the
                     original building and subsequent additions.

                     The cooperative agreement for this grant has not
                     yet been negotiated; therefore, activities described
                     in this fact sheet are subject to change.
                   site will help the Foundation implement the master plan
                   for the Fairlawn complex, the Radford University
                   Business Technology Park. The plan includes a mix of
                   academic buildings, retail and office space, housing,
                   recreational facilities, and greenspace. The park is
                   expected to have a dramatic effect on the region's
                   economy, bringing new, higher-paying jobs, an in-
                   creased tax base, and services to new and expanding
                   businesses.
