EPA Brownfields Program

EPA's Brownfields Program empowers states, commu-
nities, and other stakeholders in economic development
to work together to prevent, assess, safely clean up,
and sustainably reuse brownfields. Abrownfield site is
real property, the expansion, redevelopment, or reuse
of which may be complicated by the presence or
potential presence of a hazardous substance, pollutant,
or contaminant. On January 11, 2002, President George
W. Bush signed into law the Small Business Liability
Relief and Brownfields Revitalization Act. Under the
Brownfields Law, EPA provides financial assistance to
eligible applicants through four competitive grant
programs: assessment grants, revolving loan fund
grants, cleanup grants, and job training grants. Addi-
tionally, funding support is provided to state and tribal
response programs through a separate mechanism.

Community Description

The City of Hattiesburg was selected to receive a
brownfields assessment grant. Hattiesburg, with a
population of 44,779, is a federally designated entitle-
ment city located in southeast Mississippi. Of its
residents, 47 percent are minorities, and 28 percent live
in poverty. The target brownfields are in the historically
minority Mobile-Bouie neighborhood, which is adjacent
to the downtown district and near several designated
historic districts. Within this 140-acre neighborhood,
where more than 37 percent of residents live in
poverty, is a 70-acre section that lies between two rail
lines. Historical land uses include a service center and
truck stop, cotton gin, oil seed pressing facility, fertilizer
blending operation, wood treatment production, crema-

                                     EPA has selected the City of Hattiesburg for a
                                     brownfields assessment grant. Hazardous sub-
                                     stances grant funds will be used to perform up to
                                     nine Phase I and up to seven Phase II site
                                     assessments, develop cleanup and reuse plans,
                                     and conduct community outreach activities.
