30 o \ o Brownfields 2005 Grant Fact Sheet Kitsap County Consolidated Housing Authority, WA EPA Brownfields Program EPA's Brownfields Program empowers states, commu- nities, and other stakeholders in economic development to work together to prevent, assess, safely clean up, and sustainably reuse brownfields. Abrownfield site is real property, the expansion, redevelopment, or reuse of which may be complicated by the presence or potential presence of a hazardous substance, pollutant, or contaminant. On January 11, 2002, President George W. Bush signed into law the Small Business Liability Relief and Brownfields Revitalization Act. Under the Brownfields Law, EPA provides financial assistance to eligible applicants through four competitive grant programs: assessment grants, revolving loan fund grants, cleanup grants, and job training grants. Addi- tionally, funding support is provided to state and tribal response programs through a separate mechanism. Community Description The Kitsap County Consolidated Housing Authority was selected to receive a brownfields cleanup grant. The target area is the City of Bremerton, with a population of approximately 38,000. Indicators of economic distress in this area include rising unemploy- ment, poverty levels greater than 35 percent, neighbor- hood blight, and joblessness. Once a thriving Navy and port city, Bremerton has been in a steady economic decline and decay for the past 30 years. Poverty levels in parts of Bremerton are as high as 56.3 percent, the highest in all of Kitsap County, and the percentage of minorities in this area is more than twice the county's Cleanup Grant $200,000 for petroleum EPA has selected the Kitsap County Consolidated Housing Authority for a brownfields cleanup grant. Grant funds will be used to clean up the 0.31-acre former Puget Laundry and Dry cleaners located at 816 7th Street. The site was used as a dry cleaning facility from 1923 until 1972. Site soils are contaminated with petroleum hydrocar- bons. Grant funds also will be used to support community involvement activities. The Housing Authority plans to pursue brownfield projects that will improve this low-income community, construct affordable housing, and provide availability, proximity, and accessibility of essential community services to city residents. Brownfields cleanup will reduce risks to public health, improve water quality, and recycle abandoned, idle industrial land.
