EPA Brownfields Program

EPA's Brownfields Program empowers states, commu-
nities, and other stakeholders in economic development
to work together to prevent, assess, safely clean up,
and sustainably reuse brownfields. Abrownfield site is
real property, the expansion, redevelopment, or reuse
of which may be complicated by the presence or
potential presence of a hazardous substance, pollutant,
or contaminant. On January 11, 2002, President George
W. Bush signed into law the Small Business Liability
Relief and Brownfields Revitalization Act. Under the
Brownfields Law, EPA provides financial assistance to
eligible applicants through four competitive grant
programs: assessment grants, revolving loan fund
grants, cleanup grants, and job training grants. Addi-
tionally, funding support is provided to state and tribal
response programs through a separate mechanism.

Community Description

Johnson & Wales  University was selected to receive  a
brownfields cleanup grant. Johnson & Wales is a
diverse university of 11,227 students, faculty, and staff.
The university has a campus in Providence (population
173,618), which is a federal Enterprise Zone. Approxi-
mately 45 percent of Providence residents are minori-
ties, and 24 percent live in poverty. Much of the
university's Harborside Campus is situated on a former
shipyard where "Liberty Ships" were built in World
War II. The target site, which abuts the campus, is in
Providence along its border with the City of Cranston

                      EPA has selected Johnson & Wales University
                      for a brownfields cleanup grant. Grant funds will
                      be used for remediating contaminated soil in the
                      former train maintenance pit area of the 14.7-acre
                      Parcel 7 at 250 Shipyard Street in Providence.
                      The property has been used for plating, and for
                      repairing and washing passenger trains. Soil
                      contaminants include arsenic, lead, and polycyclic
                      aromatic hydrocarbons. Funds also will be used to
                      cap the  site and conduct community outreach
                      activities.

                      The cooperative agreement for this grant has not
                      yet been negotiated; therefore, activities described
                      in this fact sheet are  subject to change.
                    (population 77,606). The site is part of a 100-acre
                    parcel that the university plans to redevelop into a
                    campus with student residential facilities, walking and
                    jogging trails, field and track facilities, and public
                    greenspace along Narragansett Bay.
