EPA Brownfields Program
EPA's Brownfields Program empowers states, commu-
nities, and other stakeholders to work together to
prevent, assess, safely clean up, and sustainably reuse
brownfields. Abrownfield site is real property, the
expansion, redevelopment, or reuse of which may be
complicated by the presence or potential presence of a
hazardous substance, pollutant, or contaminant. On
January 11, 2002, President George W. Bush signed
into law the Small Business Liability Relief and
Brownfields Revitalization Act. Under the
Brownfields Law, EPA provides financial assistance to
eligible applicants through four competitive grant
programs: assessment grants, revolving loan fund
grants, cleanup grants, and job training grants. Addi-
tionally, funding support is provided to state and tribal
response programs through a separate mechanism.
Community Description
Providence Community Health Centers was selected to
receive a brownfields cleanup grant. Located in the
City of Providence (population 176,365), Providence
Community Health Centers is a non-profit organiza-
tion that is targeting a site in South Providence,
formerly home to a number of large mill buildings that
made up the city's industrial landscape. Today, South
Providence (population 10,709) contains more than
100 square acres of brownfields sites along the nearby
waterfront. The target property, the Federated Litho-
graphers Building site, is within one mile of these

  EPA has selected Providence Community Health
  Centers for a brownfields cleanup grant. Hazard-
  ous substances grant funds will be used to clean
  up soil and groundwater contamination at the
  Federated Lithographers Building site at 369
  Prairie Avenue. Grant funds also will be used to
  excavate and dispose of contaminated soil,
  construct a site cap, conduct groundwater moni-
  toring, and implement community involvement
  activities.

lands in the heart of a federally designated Enterprise
Community. Between 1886 and the late 1990s, the site
was used for machine tools, can manufacturing, and
printing press operations. More than 47 percent of
families in South Providence live below the poverty
level, and the unemployment rate in the target area is
16.9 percent. Brownfield sites negatively affect South
Providence by lowering real estate values, inhibiting
commercial and residential development, and poten-
tially threatening human health. Once the Federated
Lithographers Building site is cleaned up, Providence

Community Health Centers plans to develop a state-of-
the-art healthcare facility that will serve more than
20,000 patients. This revitalization is expected to create
more than 1,350 jobs and serve as a catalyst for in-
creased economic development and environmental
cleanup in the surrounding areas.
