EPA Brownfields Program

EPA's Brownfields Program empowers states, commu-
nities, and other stakeholders to work together to
prevent, assess, safely clean up, and sustainably reuse
brownfields. Abrownfield site is real property, the
expansion, redevelopment, or reuse of which may be
complicated by the presence or potential presence of a
hazardous substance, pollutant, or contaminant.  On
January 11, 2002, President George W. Bush signed
into law the Small Business Liability Relief and
Brownfields Revitalization Act. Under the
Brownfields Law, EPA provides financial assistance to
eligible applicants through four competitive grant
programs: assessment grants, revolving loan fund
grants, cleanup grants, and job training grants. Addi-
tionally, funding support is provided to state and tribal
response programs through a separate mechanism.

Community Description

The Town of Clayton was selected to receive a
brownfields cleanup grant. Located in Jefferson
County along the St. Lawrence River, Clayton (popu-
lation 4,817) has experienced economic hardships over
the past ten years as local manufacturing jobs have left
the area. Clayton's per capita income is only 78
percent of the state level, and 11.7 percent of residents
live below the poverty level. In addition to impacting
the local economy through loss of jobs and tax rev-
enues, the loss of manufacturing businesses has  left
behind sites with environmental concerns, including
brownfields located on prime downtown waterfront
property. The cleanup site, the former Frink America
property, represents the largest potential for develop-
ment in Clayton. It covers 8.3 acres and has 1,500 feet
of frontage on the St. Lawrence River. Redevelopment

  $200,000 for hazardous substances
  EPA has selected the Town of Clayton for a
  brownfields cleanup grant. Hazardous substances
  grant funds will be used to develop a work plan,
  perform community outreach, and remove
  contaminated soil from the former Frink America
  property at 205 Webb Street. Soil at the 8.3-acre
  site has been contaminated with volatile organic
  compounds, semi-volatile organic compounds,
  and metals from historic industrial operations on
  the property.

cial employers, create an estimated 75 new jobs, in-
crease the tax base by up to $325,000 a year, and create
new park and greenspace along the St. Lawrence River.
