EPA Brownfields Program

EPA's Brownfields Program empowers states, commu-
nities, and other stakeholders to work together to
prevent, assess, safely clean up, and sustainably reuse
brownfields. Abrownfield site is real property, the
expansion, redevelopment, or reuse of which may be
complicated by the presence or potential presence of a
hazardous substance, pollutant, or contaminant. On
January 11, 2002, President George W. Bush signed
into law the Small Business Liability Relief and
Brownfields Revitalization Act. Under the
Brownfields Law, EPA provides financial assistance to
eligible applicants through four competitive grant
programs: assessment grants, revolving loan fund
grants, cleanup grants, and job training grants. Addi-
tionally, funding support is provided to state and tribal
response programs through a separate mechanism.

Community Description

The Town of Navassa was selected to receive a
brownfields assessment grant. Navassa (population
1,670) is located between the Brunswick and Cape
Fear Rivers, about three miles from Wilmington, North
Carolina. Historically, Navassa's primary industries
have been fertilizer production, wood creosoting
plants, and fish packing. Six potentially contaminated
brownfields identified by the town represent nearly
one-third of the available commercial or industrial
land in Navassa. Several of these properties are on the
banks of the Cape Fear River, where contaminant
runoff poses a potential threat to neighboring commu-
nities. The town plans to focus its assessment activities
on the Cape Fear Meat Packing Plant site, which has
been used for fertilizer production and meat packing
activities since the early 1900s. Navassa is a poor

 be used to conduct community outreach activi-
 ties, perform Phase I and II environmental site
 assessments, and develop cleanup and reuse plans
 for the Cape Fear Meat Packing Plant site. Funds
 also will be used to monitor the health of citizens
 potentially exposed to contamination.

community that lags behind its neighbors and the rest
of the state. The median household income is 71
percent that of the county, and 25 percent of residents
live below the poverty level. About 87 percent of
Navassa residents are African-American. Assessment
of the town's brownfields will accelerate the cleanup
process and ultimately allow productive redevelop-
ment. Brownfields redevelopment will help protect
human health and the environment and attract new
business and industry to Navassa, thereby creating job
opportunities and strengthening the town's tax base.
