EPA Brownfields Program
EPA's Brownfields Program empowers states, commu-
nities, and other stakeholders to work together to
prevent, assess, safely clean up, and sustainably reuse
brownfields. Abrownfield site is real property, the
expansion, redevelopment, or reuse of which may be
complicated by the presence or potential presence of a
hazardous substance, pollutant, or contaminant. On
January 11, 2002, President George W. Bush signed
into law the Small Business Liability Relief and
Brownfields Revitalization Act. Under the
Brownfields Law, EPA provides financial assistance to
eligible applicants through four competitive grant
programs: assessment grants, revolving loan fund
grants, cleanup grants, and job training grants. Addi-
tionally, funding support is provided to state and tribal
response programs through a separate mechanism.
Community Description
The City of North Chicago was selected to receive a
brownfields cleanup grant. The city has a population
of 35,918, which includes Naval personnel and
families stationed at the Great Lakes Naval Base. It
has an industrial legacy that has left behind contami-
nated industrial sites close to commercial, retail, and
residential areas, and at least 184 acres of brownfields.
Subtracting the Naval Base population, 88 percent of
North Chicago's residents are African-American or
Hispanic, 12 percent of families live below the poverty
level, and the unemployment rate is 11.1 percent.
When the brownfields are cleaned up, they will
become an incentive for property owners to remediate
and redevelop the properties. Brownfields redevelop-
ment will decrease pollution, increase jobs, expand
retail choices and opportunities, relieve the tax burden

$200,000 for hazardous substances
EPA has selected the City of North Chicago for a
brownfields cleanup grant. Grant funds will be
used to clean up the R. Lavin & Sons property at
2028 Sheridan Road, which is contaminated with
cadmium, copper, zinc, and boron. The 18-acre
site dates back to the early 1900s, primarily being
used for the use, processing, and refining of
heavy metal-laden ores. Funds also will be used
for community outreach activities.
