EPA Brownfields Program
EPA's Brownfields Program empowers states, commu-
nities, and other stakeholders to work together to
prevent, assess, safely clean up, and sustainably reuse
brownfields. Abrownfield site is real property, the
expansion, redevelopment, or reuse of which may be
complicated by the presence or potential presence of a
hazardous substance, pollutant, or contaminant. On
January 11, 2002, President George W. Bush signed
into law the Small Business Liability Relief and
Brownfields Revitalization Act. Under the
Brownfields Law, EPA provides financial assistance to
eligible applicants through four competitive grant
programs: assessment grants, revolving loan fund
grants, cleanup grants, and job training grants. Addi-
tionally, funding support is provided to state and tribal
response programs through a separate mechanism.
Community Description
The City of Dallas was selected to receive a brown-
fields assessment grant. Dallas (population 1,193,433)
is targeting areas in the southern sector of the city for
brownfields assessments: South Dallas/Fair Park, West
Dallas, and the Cedars and the South Side Public
Improvement District. The southern sector of Dallas is
the 190.4-square-mile area south of the Trinity River
and Interstate 30. Its population is 42.7 percent
African-American and 42.1 percent Hispanic. Thirty-
eight percent of adult residents do not have a high
school diploma, and nearly 11 percent are unem-
ployed. The per capita income in this area is $12,305,
well below the median Dallas income level of
$37,628. Numerous underutilized or abandoned
properties throughout the target area pose potential
threats to the surrounding community. With a history

stances grant funds will be used to conduct
community-wide Phase I and II environmental
site assessments and perform community out-
reach activities in the southern sector of the city.

in this fact sheet are subject to change.
of 37 brownfields success stories, the City of Dallas
plans to continue identifying obstacles and barriers to
brownfields redevelopment, developing strategies to
overcome these barriers, and promoting revitalization
of brownfields and communities. Assessment and
eventual cleanup of brownfields will promote redevel-
opment and provide jobs, services, and economic
vitality to the affected communities.
