EPA Brownfields Program

EPA's Brownfields Program empowers states, commu-
nities, and other stakeholders to work together to
prevent, assess, safely clean up, and sustainably reuse
brownfields. Abrownfield site is real property, the
expansion, redevelopment, or reuse of which may be
complicated by the presence or potential presence of a
hazardous substance, pollutant, or contaminant.  On
January 11, 2002, President George W. Bush signed
into law the Small Business Liability Relief and
Brownfields Revitalization Act. Under the
Brownfields Law, EPA provides financial assistance to
eligible applicants through four competitive grant
programs: assessment grants, revolving loan fund
grants, cleanup grants, and job training grants. Addi-
tionally, funding support is provided to state and tribal
response programs through a separate mechanism.

Community Description

The City of Coralville was selected to receive two
brownfields assessment grants. Located in eastern
Iowa, Coralville (population  17,269) has an agricultur-
ally based economy and is a growth community. It
attracts lower-income individuals and college students
because of its relatively inexpensive multi-family
dwellings. Approximately 10 percent of residents live
below the poverty level, and the population includes
African-American and Asian-American residents.
Coralville has 56 brownfields that include illegal
dumps, an old power plant, mills, and landfills. After
brownfields are assessed, they will be cleaned up and
used for commercial and light industrial purposes,
such as a conference center, hotel, retail establish-
ments, trails, a park, and housing facilities. Brown-
fields redevelopment will stimulate economic develop-

 substances and petroleum grant funds will be
 used to conduct Phase I and II environmental site
 assessments mainly in and adjacent to the First
 Avenue Revitalization Area, create and maintain
 an electronic portfolio of all environmental site
 assessments for public use, and conduct commu-
 nity outreach.
