5 o T> Brownfields 2006 Grant Fact Sheet Los Angeles Conservation Corps, CA EPA Brownfields Program EPA's Brownfields Program empowers states, commu- nities, and other stakeholders to work together to prevent, assess, safely clean up, and sustainably reuse brownfields. Abrownfield site is real property, the expansion, redevelopment, or reuse of which may be complicated by the presence or potential presence of a hazardous substance, pollutant, or contaminant. On January 11, 2002, President George W. Bush signed into law the Small Business Liability Relief and Brownfields Revitalization Act. Under the Brownfields Law, EPA provides financial assistance to eligible applicants through four competitive grant programs: assessment grants, revolving loan fund grants, cleanup grants, and job training grants. Addi- tionally, funding support is provided to state and tribal response programs through a separate mechanism. Community Description The Los Angeles Conservation Corps (LACC) was selected to receive a brownfields cleanup grant. LACC is a non-profit organization in northeastern Los Angeles (total population 3,900,000) that provides job skills training to at-risk young adults and school-aged youths. The target community has been industrialized for more than 100 years, and poor handling of hazard- ous materials in the past has contaminated many properties. The population of the area is approximately 45 percent Hispanic and 49 percent Asian. The median income in the area, which is home to industrial, commercial, and residential facilities, is approximately Cleanup Grant $200,000 for hazardous substances EPA has selected the Los Angeles Conservation Corps for a brownfields cleanup grant. Hazardous substances grant funds will be used to clean up the parking lot of the Clean and Green Center for Environmental Education and Training at 1400- 1410 N. Spring Street, which was formerly a used metal foundry, machine shop, and truck garage. Grant funds also will be used to develop a cleanup plan, and implement public involvement activities. Thirty-nine percent of the children live below the poverty level. The Clean and Green Center for Environmental Education and Training serves 1,600 under-served minority youths each year, and rehabilitation and beautification of the site is part of a larger redevelopment program that includes a new state park. Brownfields redevelopment is expected to increase property values and the tax base, prevent contamination into groundwater and the Los Angles River, and catalyze further development in the area.
